The mandate requires preservation and use of wireless Phase I E9-1-1 voice routing as the basis for wireless Phase II E9-1-1 call handling capabilities with the transmission of X,Y coordinates by wireless carriers and Incumbent Local Exchange Carriers (ILECs) in the Open Mobile Alliance (OMA) Mobile Location Protocol (MLP) defined format. The TCS Wireless E9-1-1 solution enables Canadian wireless operators to comply with CRTC Phase II, Stage 1 requirements, while providing the life-saving emergency services and security that wireless consumers demand. Using the open architecture of TCS' Xypoint Location Platform and TCS' traditional landline network enables wireless operators to deliver wireless E9-1-1 call location information to the appropriate emergency responders.

The mandate also requires that wireless service providers must inform their customers of the availability, characteristics and limitations of their E9-1-1 services before they are implemented, and reiterate them on an annual basis thereafter. In addition, any new wireless service providers entering the Canadian market after February 1, 2010, will be required to support the E9-1-1 features from the moment it launches.
