TeleCommunication Systems, Inc.: TCS E112 Solution Enables Operators to Provide EU-Mandated Location Enhanced Emergency Service

ANNAPOLIS, MD--(Marketwire - February 18, 2009) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: [ TSYS ]), a leading provider of mission-critical wireless communications, today announced that its E112 location-based solution will ensure that mobile operators within all 27 EU countries are compliant with current E112 wireless emergency-services mandate. Further, the TCS solution can evolve and scale with mobile network technology so that location-based compliance as well as transition to Next Generation 1-1-2 is assured in the future.

The EU E112 mandate encourages that all mobile operators who are technically able to offer location-based services to their subscribers must forward the caller's location information to emergency services in the event of a 112 emergency call being made. In Europe, wireless emergency services calls present a complicated picture that differs significantly from country to country. Mobile operators already have many complex issues to deal with such as revenue generation, reduction of churn and service differentiation.

The TCS E-112 Solution is a feature of the company's Xypoint® XLP Location Platform (XLP) and provides the appropriate caller location format for the Public Safety Answering Point (PSAP) entity to retrieve and dispatch the nearest emergency service assistance to the caller's location. Key features include:

 -- When a person dials 112 on their wireless handset, TCS' XLP identifies the call as an emergency services call, locates that caller, and delivers the callback number and location data to the appropriate Public Safety Answering Point (PSAP). -- For subscribers that place an E112 call within a mobile operator network that is capable of precise location, the TCS XLP will obtain the latitude and longitude (lat/long) of the caller's location and provide the location information to the PSAP which then could display that caller's location on a Geographic Information Services (GIS) map. -- For subscribers that place an E112 call from a mobile operator network not yet capable of precise location, the TCS XLP will provide the Cell ID information from the cell site where the call originated to the proper PSAP. 

Additionally, TCS has the capability to provide mobile operator network installations with updates to maintain the operator's compliance, as the European mandated location requirements change.
