Dick Dickinson, Senior Director of Public Safety for TCS, will present on Non-service-initiated (NSI) phones and how they are an example of an old adage: "No good deed goes unpunished." Originally intended to facilitate emergency communications by people without access to cell phones, NSI phones have become a serious problem due to malicious pranksters who use the untraceable phones to harass (Public Safety Answering Point) PSAPs. This presentation will look at the history of NSI phones, how they affect call takers, the technologies that exist to mitigate the challenges of harassment and the possible remedies directed by the FCC.
