ANNAPOLIS, MD--(Marketwire - June 23, 2010) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: [ TSYS ]), a world leader in highly reliable and secure mobile communication technology, today announced Chris Nabinger as its new senior vice president of Service Bureau Operations, following the retirement of Senior Vice President Dan Allen. In this role, he is responsible for wireless E9-1-1 operations, Voice-over-Internet Protocol (VoIP) E9-1-1 operations, Next Generation 9-1-1, and hosted location-based wireless carrier infrastructure system operations. He is charged with ensuring that TCS maintains its record of reliability for these services through compliance with ISO 9001 and TL 9000 standards for TCS facilities in Seattle and Phoenix.

Mr. Nabinger has 25 years experience in public and private telecom companies building global engineering, operational and program management teams worldwide. Most recently, he was an Executive Partner at Gartner Group, where he advised client companies' chief information officers with product, operational and technology strategies. Previously, Mr. Nabinger was chief technology officer of Masergy Communications, a global wide-area networking company, and has held senior management positions in Polycom, Philips, InfoSpace, Verizon, and AT&T Data Center Operations. He holds a master's degree in management, computing and systems from Houston Baptist University and a bachelor's degree in industrial technology from Binghamton University.
