DSM enables service providers to maximize the rate and reach of their DSL services, while minimizing operating costs, through the automatic optimization of DSL networks and advanced, root-cause diagnostics analyses. DSM Level 3 (DSM 3) techniques can enhance and extend very-high-data-rate DSL (VDSL) downstream data rates in excess of 100 Mbps and upstream data rates in excess of 50 Mbps for fiber-fed DSL access multiplexers (DSLAMs) in the neighborhood, at the curb and in the building. DSM technology also enables service providers to further extend the useful life of the copper infrastructure and compete effectively from a performance and economic perspective with more expensive passive optical networking (PON) and hybrid fiber coax (HFC) services.

DSM 3 is one of the three levels of DSM defined in the ATIS DSM Technical Report (ATIS PP-0600007) for managing noise, power and crosstalk in DSL systems of all types -- ADSL1, ADSL2/2+ and VDSL -- in both single service provider and unbundled, multiple service provider environments. Complementary standardization efforts have been completed in the ITU-T and the Broadband Forum, with ongoing standardization efforts underway for advanced DSM technologies.
