Initial roll-out plans are focused on the Xinjiang Uyghur autonomous region (pop. 21.8m) of northwestern China. Discussions have concentrated on proposals for the regional deployment of XcelMobility sales and support personnel in order to introduce Xinjiang Mobile's corporate clientele to the Mach 5 technology as a means to simultaneously improve internet connectivity and decrease bandwidth usage. The resulting overall improvement to productivity from this large and growing mobile workforce is aimed at further developing a persuasive marketing initiative intended to spread from a regional success story into a compelling sales message embracing a wider, national audience.

Discussions call for a proposed initial product test run of a at least 100,000 USB mobility devices to provide rapid penetration and an opportunity to deploy marketing efforts as quickly as commercially practicable.
