  • In an affidavit, an Austin Police Department detective claims that a man who previously made explosives allegedly manufactured more while out on parole.

The Austin Police Department affidavit details the actions of accused serial killer Raul Meza Jr., who allegedly confessed to the murders of Gloria Lofton in 2019 and Jesse Fraga in 2023. Meza, who was already a convicted murderer from a 1982 case, called the police to turn himself in, admitting to these additional killings. The affidavit reveals that Meza provided specific details about the crimes, including how he strangled Lofton and stabbed Fraga. He also mentioned possessing a 'rape kit' and expressed a belief that he might kill again if not apprehended. The document also notes that Meza had been released early from parole in 2016, despite recommendations against it, and had been living in Pflugerville, Texas, at the time of his confession.
