TeleCommunication Systems CEO Appointed to FCC Communications Security, Reliability and Interoperability Council

ANNAPOLIS, MD--(Marketwire - October 29, 2009) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: [ TSYS ]), a leading provider of mission-critical wireless communications, today announced that Maurice B. Tosé has been selected to serve on the Federal Communications Commission's (FCC) Communications Security, Reliability and Interoperability Council (CSRIC). As a member of the CSRIC, he joins a prestigious group of communications industry leaders who will provide recommendations to the Commission regarding best practices and actions to ensure optimal security, reliability and interoperability of communications systems, including public safety, telecommunications and media communications.

Mr. Tosé will assist the CSRIC as it fulfills its charter, including:

• Developing and recommending best practices and actions the FCC can take that promote reliable 9-1-1 and enhanced 9-1-1 (E9-1-1) service;
• Analyzing and recommending technical options to enable accurate and reliable dynamic E9-1-1 location identification for interconnected Voice over Internet Protocol (VoIP) services;
• Recommending options to ensure the availability of communications capacity during natural disasters, terrorist attacks, or other events that result in exceptional strain on the communications infrastructure, and methods to ensure and facilitate the rapid restoration of communications services in the event of widespread or major disruptions;
• Evaluating ways to strengthen the collaboration between communications service providers and public safety entities during emergencies and make recommendations for how they can be improved; and

Maurice B. Tosé co-founded TCS in 1987 and has served as Chairman of the Board, President and CEO since then. Under his leadership, TCS pioneered the methods by which Public Safety Answering Points (PSAPs) in the U.S. are able to receive a wireless or Voice over Internet Protocol (VoIP) subscriber's location during calls for emergency assistance. The TCS E9-1-1 system today provides cable, VoIP and wireless E9-1-1 service for more than 150 million wireless and IP-enabled devices. Prior to founding TCS, he was the Director of Department of Defense Programs for Techmatics, Inc. Mr. Tosé graduated from the U.S. Naval Academy with a Bachelor of Science degree in Operations Analysis. Following his graduation, he served on active duty in the U.S. Navy and retired from the U.S. Navy Reserves as a Commander after 30 years of combined active and reserve service. Mr. Tosé currently serves on the Board of Directors of the U.S. Naval Academy Foundation and the Governor's International Advisory Council of Maryland.
