King County Partners With CIBER to Achieve Systems Transformation With Oracle Applications
KING COUNTY, Wash. and GREENWOOD VILLAGE, Colo., March 1, 2012 /PRNewswire/ -- CIBER has worked with King County, the largest county in Washington state and ranked in the top 15 most-populated metropolitan areas in the U.S., to standardize and modernize the county's human resources (HR), employee benefits, payroll and financial systems. The project is a part of King County's Accountable Business Transformation (ABT) program focused on providing citizens high quality, cost-effective services that operate in a manner that is transparent, responsive and accountable.

The engagement started with an assessment of all systems currently in use in the county, to determine the most advantageous and cost-effective approach to establish an efficient, integrated system to support the needs of the county and its constituents. At the time, only 30 percent of the county had access to Oracle's PeopleSoft Human Capital Management (HCM) and Oracle E-Business Suite Financials applications deemed vital to county operations. The project included upgrading and implementing PeopleSoft HR, Payroll, Time and Labor to release 9.1, and Oracle E-Business Suite Financials to Release 12, and integrating each of them into existing budgeting and other subsystems in use in the County. The project was completed in January, on time and on budget.
King County is operating its business services as one cohesive government with integrated financial and payroll systems for the first time since the merger of King County and the Municipality of Metropolitan Seattle (Metro) in 1994. The new integrated system also replaces cumbersome mainframe systems left over from the 1970s, creates efficiencies in how King County government tracks critical information internally and makes it easier for the public to do business with the government.

"For many years, we struggled with obsolete systems that had computer code dating back to the 1970s. Through our partnership with CIBER, King County is finally sweeping away those outmoded processes. Now managers and policymakers will have easy access to real-time information on payroll, budgets, and procurement."
King County will also benefit with direct cost savings through elimination of manual paper-based processes, redundant data entry, transcription and reconciliation, as well as a reduction of system maintenance and management costs.
